Centurion is looking to fill multiple Merit Reviewer opportunities. This is a remote 2-month contract opportunity.

Merit Reviewer

Our Customer is supporting the National Telecommunications and Information Administration (NTIA) with managing grant programs under the Bipartisan Infrastructure Law of 2021. These grant programs include the Broadband Equity, Access, and Deployment (BEAD) Program and the Digital Equity (DE) Program.

The purpose of the DE grant program is to support efforts to achieve digital equity, promote digital inclusion activities, and spur greater adoption and use of broadband. In July 2024, NTIA published the program’s Notice of Funding Opportunity (NOFO) to describe the requirements under which it will award grants for the DE Competitive Grant Program. The DE Competitive Grant Program pre-award review is sequenced in several stages, the second of which is Merit Review.

Required Skills:

Merit reviewers shall have expertise, knowledge, and experience relevant to the Program as demonstrated by one or more of the following:

• Direct exposure to public grants (i.e., Federal, State, local, Tribal), including, but not limited to, policy development, execution, administration, etc.

• Demonstrated expertise in digital equity and inclusion programs e.g., programs that address economic stability, workforce development, access to quality education, access to healthcare, social and civic engagement, or access to the benefits of internet technology), preferably in a federal, non-profit, or grants-funded organization.

• Two or more years of professional experience, preferably including experience in implementing and managing projects (e.g., developing or managing project budgets, developing or managing project plans, identifying and tracking risks, etc.)

Preferred Skills:

• Experience conducting grants application reviews and/or providing post-award grants management support.

• Experience with public grants (i.e., Federal, State, Local, Tribal, or other Native Entities).

• Ability to analyze and evaluate information using a prescribed method.

• Ability to write succinctly and coherently to describe analysis.

• Functional experience using online tools to manage grants data and documentation.

• Functional experience collaborating with team members and leaders using the Microsoft Suite (ex: Teams)

• Comfortable working in a fast-paced environment.

• Strong attention to detail and strong organizational skills.

Day to Day Responsibilities:

• Conduct a review of each application against the information outlined in the NOFO.

• Follow prescribed steps outlined in a user guide, score applications based on their quality and completion and provide written justifications for each score.

• Use a process guide to enter application-specific data into an online tool.

• Work with team leads to route questions and concerns to an appropriate party for resolution.

• Work as part of a team to ensure the efficient completion of reviews to meet stringent deadlines.

• Follow quality assurance practices to foster completion and accuracy of tasks.

• Attend all required trainings and status update meetings; all trainings will be provided by the project team.

Expected Deliverables:

• Completed scores and written justifications within the given timeframe.

• Written progress updates.
