Centurion is hiring a Technical Program Manager to support one of our clients in the Washington, DC area.

Position Summary:

The Technical Program Manager – Delivery Solutions is responsible for driving execution of product development and complex initiatives across departments and vendors to achieve key strategic objectives for the content delivery platform for the client. The delivery platform hosts 80+ scholarly journals, 1.7+ million journal articles, books, news and other content for the clients community.

The Technical Program Manager is responsible for oversight of multiple key projects and operational activities, contracts and vendor management, department budget, and internal communications to ensure that target outcomes are achieved. The Technical Program Manager also produces key program-level deliverables that reflect the progress and measure the rate of business value delivery for software products through the lens of the clients customers. The incumbent works with executives, managers, staff, contractors and vendors throughout the Society to identify and manage program-level opportunities and risks to ensure that the outcomes achieved by the program realize the full benefits for both the the clients Publications Division and the clients company as a whole.

Primary Job Duties or Tasks:

Duties may include all or part of the following:

  • Serve as a Program Manager, driving strategic initiatives, aligning teams, collaborating with cross-functional teams, and delivering products for the Delivery Solutions program.
  • Maintain a list of strategic activities and their status across all efforts within the program. Highlight risks and outstanding tasks. Facilitate conversations to mitigate risks and complete tasks.
  • Create a proposed budget for the program and all associated projects and activities. Manage actual costs to comply with the approved budget.
  • Run a repeatable process to identify and coordinate shared objectives and shared resources across related programs to ensure larger organizational goals and outcomes are achieved.
  • Work collaboratively with the Product Mangers, Platform Operations, Project Management and Quality Assurance to establish and manage staff-augmentation or consulting vendor relationships and associated contracts related to the program formation or execution.
  • Partner with the Product Manager to identify program-level objectives, deliverables, and milestones, to align project activities and dependencies with the program plan, and to apply the approach, resources, and techniques needed to ensure successful achievement of desired outcomes.
  • Support strategic vendor relationships by analyzing contracts, scrutinizing invoices, coordinating processes and reporting deliverables.
  • Establish, facilitate, and execute program-level governance and processes, in collaboration with business, IT leadership and architects.
  • Support stakeholder analysis, risk analysis, change management and financial and contract management, and escalation practices.
  • Produces or helps produce and maintain program-level deliverables and unique artifacts needed to manage the specific demands of the program, including the program charter, roadmap, decision log, communication plan, risk register, and periodic reports.
  • Contribute to the evolution and continuous improvement of practices and standards by sharing suggestions and lessons learned with staff and contractors and providing input and support to initiatives.
  • Perform other related duties as required or assigned.

Education/Experience:

  • Advanced degree in project management or business administration with 10+ years experience, or Bachelor’s degree with 15+ years experience.
  • Program management experience is required to include managing complex, large-scale strategic efforts consisting of diverse stakeholders, projects and technology platforms.
  • Technical degree (Computer Science, Engineering, etc.) or experience in a technical role is required.
  • PMP and/or PgMP certification preferred.
  • Library or Publishing knowledge is preferred but not required.

Specialized experience/training/knowledge:

  • Demonstrated ability to lead and manage complex, strategic efforts comprised of multiple projects, stakeholders, departments and technology platforms.
  • Outstanding written and oral communication skills, applied to all levels of the organization, including executives, managers, project managers, senior technical staff, vendors, contractors and administrative support.
  • Ability to develop budgets and actively manage costs associated with the program and the individual projects within the program.
  • Ability to establish contracts, relationships, and expectations with vendors selected to support the program.
  • Familiarity with the technologies and tools needed to manage program-level artifacts and communications (i.e. Confluence, Jira, SharePoint).
  • Ability to foster good working relationships with peers, vendors, staff, and executives.
  • Ability to travel up to 10% as determined by program and project needs.
