Notice Conversion (NOTCON) is an IRS Corporate Notices Branch project that will deliver improved customer support and functionality by leveraging existing IRS applications and new technologies to bridge the gap between modernization and legacy systems. The Corporate Notices Branch supports notice issuance directly from various notice systems to support and enhance the management of Taxpayer accounts that require notice composition.

SUBCONTRACTOR EXPERIENCE REQUIREMENTS

The scope of this SOW encompasses Subcontractor support for notice development and maintenance in xPression.

Subcontractor’s Candidate must have the following requirements:

  • Must possess 10+ years hands–on expertise in xPression development and improvement.
  •  
  • Must possess 10 years experience with xDesign development tool.
  •  
  • Must possess 10 experience with xAdmin.
  •  
  • Must possess 10 years of experience with XML Knowledge.
  •  
  • Must possess 10 years of experience and knowledge with UNIX Scripting.
  •  
  • Must possess 2 years of Java code development Leidos.
  •  

Under the direction of the Government reserves the right to review resumes for all skilled labor categories proposed under this SOW.

SUBCONTRACTOR DELIVERABLES (Subject to Change)

  •  
  • Notice Header, Body and Stub Redesign and/or creation
  •  
  • Notice Specification Redesign and/or creation
  •  
  • Notice Document Style and Format
  •  
  • Weekly status updates with Leidos and IRS
  •  
  • Produce all ELC MS4B documents as requested.
  •  
  • Aid in trouble shooting any production problems and provide product support for the taxpayer notices converted to xPression.
  •  
  • Conducting basic xPression training classes yearly for a small number (2-3) IRS employees. Section 508 compliant templates Java updates to accommodate Notices in languages other than English and Spanish to be converted to PDF.
